Caroline has over 20 years experience in designing and delivering workable solutions for government and regulatory agencies.  Her experience includes business analysis, project design, management and implementation, applying PRINCE 2 and other methodologies across a range of portfolios. 

With a background of achievement across the education, health, justice, environment and communications sectors, Caroline is capable of developing and delivering new or improved business systems and programs to a broad range of clients. 

With this combination of business analysis, project management and policy development experience Caroline is uniquely positioned to tackle complex governance issues and to effectively introduce improvements established by changes.

Case study – Project management

A government department had agreed to implement a number of actions in response to an external audit.  They needed a Project Manager to prepare a project plan, establish the project team, act as the central coordination point for the various tasks, carry out some tasks and assign others. 

Caroline prepared a detailed project plan and schedule, setting out all the activities needed to successfully deliver against the agreed targets and deadline (less than 12 months).   

She established a Project Steering Group and a small project team. The project risks were determined and responsibilities were assigned.  Caroline managed the list of issues or action items to keep the plan on target, providing regular briefings and status reports. 

Having developed a workable project plan and managing a productive team resulted in all agreed project outcomes being met and delivered on time.

Case study – Business process management

During the early scoping and development of a plan to introduce a Board-approved changes to delegations, Caroline identified significant difficulties the change would cause to key administrative tasks.

Caroline undertook additional stakeholder consultation to work through these difficulties and the Board settled on a set of measures that would meet their requirements and the finance management requirements. 

Having secured a workable solution early on enabled Caroline to develop and implement a change management strategy, delegations procedure, training program and online resources on time and with the necessary business support.

Case study – Gaining compliance

Leading organisational change in response to new legal obligations, Caroline began by engaging with senior executives to secure their support for the project. She then put together a team to deliver what was required to a large and varied workforce.

With different stakeholders needing different information, Caroline worked with subject matter experts to distil the key information for each group. Tailored information was then delivered in a variety of forms: web-content, fact sheets, bulletins, presentations and face-to-face training.  Her ability to distil legalese into useful information and deliver this is a suitable way meant staff readily understood what was required.

As a new policy was also needed, Caroline consulted with similar organisations and sought specialist advice before authoring the new policy.  She also arranged for the review of existing policies to ensure these and the new policy provided a consistent approach.
